Last week, I published a framework: Seven Questions Every Law Should Answer. The idea is simple. Before passing a law or adopting a major policy, ask seven basic questions: what is the problem, who wins and loses, how will it work, how will we measure it, how will we report it, what does success look like, and when does it expire?
The framework was written with Net Zero in mind. So let me apply it.
The UK’s Net Zero policy - the commitment to reduce greenhouse gas emissions to net zero by 2050 - is the single largest government intervention in modern British history. It affects every sector of the economy, every household’s energy bill, every business’s operating costs, and every major infrastructure decision. Its estimated cost runs into the trillions of pounds over its lifetime.
How does it hold up against the seven questions?
Question 1: What specific, measurable problem does this solve?
The problem is clear: greenhouse gas emissions from human activity are contributing to global warming, and warming is expected to cause a range of negative effects. The target is measurable: net zero by 2050.
This is the one question Net Zero passes. The problem is real, and the target gives you something to measure against.
But even here, there are complications. The problem definition depends on climate models that have built-in uncertainties. The relationship between UK emissions and global temperature is indirect - the UK accounts for roughly 1 percent of global emissions, so even if the UK hits Net Zero, global temperatures will be almost unaffected. The policy is designed as a contribution to a collective goal, not a solution to a national problem.
Still, Question 1 gets a pass. The problem is identifiable, and the target is specific.

Question 2: Who benefits and who pays? Name the winners and losers.
The benefits of Net Zero are global and intergenerational. Future generations in all countries benefit from reduced warming. The costs are national and immediate. Current UK households and businesses pay higher energy bills, higher transport costs, and higher prices for goods and services whose production is regulated.
There is a fundamental mismatch here that is rarely acknowledged. The people who pay are identifiable, concentrated, and living today. The people who benefit are diffuse, global, and mostly not yet born. This creates a political economy problem that no amount of target-setting can fix.
The losers are not evenly distributed. Low-income households spend a larger share of their income on energy and transport, so they bear a disproportionate share of the cost. Rural households without access to public transport are hit harder than urban households with alternatives. Workers in carbon-intensive industries face job displacement without guaranteed transitions.
The winners include: renewable energy companies and their investors, consultants who advise on compliance, carbon-market traders, academics who study the transition, and bureaucrats who administer the programs. These are the hyenas from Part II, and they are well-represented in the policy-making process.

Question 3: Is there a working plan beyond targets and aspirations?
The target is clear. The plan is not.
The UK has published a Net Zero Strategy, a Heat and Buildings Strategy, a Transport Decarbonisation Plan, and various other documents. But these are frameworks and roadmaps, not operational plans. They say what needs to happen, not how it will happen.
The specific mechanisms for achieving the target are uncertain or undeveloped. How will the grid be upgraded to handle electrified heating and transport? What will replace natural gas for industrial processes that require high temperatures? How will aviation emissions be eliminated? How will agricultural emissions be reduced without reducing food production? The answers range from "we are working on it" to "technology that does not exist yet."
A plan that depends on technology that has not been invented yet is not a plan. It is a wish.

Question 4: How will measurement isolate the policy’s effect from other factors?
This is where Net Zero fails hardest.
The UK’s emissions have been falling since the 1990s, long before the Net Zero target was set. The decline is driven primarily by the dash for gas in the 1990s (replacing coal with gas for electricity generation), the decline of heavy industry, and the offshoring of manufacturing to China. None of these were driven by climate policy.
How do you isolate the effect of Net Zero policies from the underlying trends? The standard approach is to compare actual emissions to a counterfactual: what would emissions have been without the policy? But constructing a credible counterfactual for a policy that affects every sector of the economy is extraordinarily difficult. The assumptions you make about what would have happened determine the result.
The Climate Change Committee, the UK’s independent advisory body, produces annual progress reports. But these reports do not attempt a rigorous causal attribution of emission reductions to specific policies. They compare current trajectory to a pathway, not a counterfactual. The difference is critical. A pathway shows where you are relative to where you planned to be. It does not tell you whether the plan caused the result.

Question 5: Is there plain-language annual reporting to the public?
The UK publishes annual emissions data, and the Climate Change Committee publishes annual progress reports. These are detailed and technically competent documents.
They are also hundreds of pages long and written in the language of experts. They are not designed for public consumption. The average voter cannot read them. The average journalist does not read them. The reporting exists, but it does not serve its democratic purpose.
The government produces public-facing communications about Net Zero, but these are promotional, not evaluative. They highlight progress and downplay problems. They do not provide the kind of honest, transparent accounting that the Seven Questions framework requires.

Question 6: What does success look like in specific, measurable terms?
The headline metric is clear: net zero emissions by 2050. But this is a binary target that obscures the underlying complexity.
Does success mean the UK achieves the target even if global emissions continue rising? Does it mean the UK exceeds its target to compensate for other countries’ shortfalls? Does it mean emissions fall at a pace consistent with the Paris Agreement’s temperature goals? Each of these definitions implies different costs, different timelines, and different policy priorities.
More fundamentally, what is the desired outcome? The ultimate goal is to limit global warming, not to achieve a specific emissions number. The relationship between UK emissions and global temperature is indirect and uncertain. A policy that achieves Net Zero by 2050 at enormous cost but has negligible impact on global temperature has technically met its target while failing its purpose.
The framework requires a definition of success that is both specific and meaningful. Net Zero has the first but not the second.

Question 7: What is the sunset clause? When does this policy expire or get reviewed?
Net Zero has no expiry date. The 2050 target is a deadline for achieving the goal, not an expiry for the policy itself.
The Climate Change Act includes a provision for periodic reviews (every five years, via carbon budgets). But the fundamental commitment - reduce emissions to net zero by 2050 - is fixed. There is no mechanism for reconsidering the target in light of new evidence, changed circumstances, or unexpected costs.
A policy that cannot be reconsidered is not a policy. It is a dogma. The whole point of the sunset clause is to force periodic reassessment. Without it, the policy operates on autopilot, regardless of whether it is working or whether circumstances have changed.

Net Zero scores 1.5 out of 7. It passes one question, partially passes one, and fails five.

None of this means Climate Change is not a real problem or that reducing emissions is not a worthwhile goal. It means the specific policy framework the UK has adopted was enacted without answering basic questions that any trillion-pound commitment should be required to answer.
The framework is not a test of whether the policy is good or bad. It is a test of whether the policy was designed with enough rigor to be evaluated honestly. Net Zero signally fails that test.
Before you support the next trillion-pound policy, ask the seven questions. The answers might surprise you.
